Dear Trish, please follow James Scott on Facebook. He has done very extensive research on Policy Horizons Canada. Every Canadian needs to be aware of the threat of Biodigital Convergence and "Smart" Cities. Many people think all we need to do is avoid the jabs, sadly this is not the case. We are being inundated with nanoparticles/nanotech. James has pointed out that the Conservatives started this nefarious department. Both sides are participating in this and only an aware, active populace can stop it. https://www.facebook.com/permalink.php?story_fbid=pfbid02opjUyPiMGdVjeDHHKkxhbUKsweSyoAoHxQTyETgrBV1JDfEDKi3wtn3gMAFPJcBBl&id=100030696348393
This report assumes nothing will change in the present policies and in fact describes the trajectory of the West. Some European countries are already there, Italy, UK, etc.
Neither Conservatives nor Liberals are vectors of change and to enable some change we need to change certain structures.
For my part I distributed 500 door tags in my neighbourhood encouraging people to consider a change in the voting system (FPTP) used in Canada with something better.
Unfortunately for me, my preffered system, that of sortition (random selection of representatives from the roster of eligible citizens) will never be accepted because it will be the death blow to the present oligarchic system.
But just think about some points:
- I don't think that for parties leadership selection, FPTP is used as a methodology.
- Jurrors are randomly selected and if that is not a high responsibility role, I don't know what it is.
- Citizens Assembleys select members randomly.
And now think for a second. What types of policies Parliaments formed via sortitions will choose, policies supporting status quo or something elses?
Because a banker or a career politician that never cast a vote benefiting the population at large will definitely want change.
Can't even use the Liberals own documents without being told we are a crazy alarmists, by people who are much more intelligent than we. Just ask them, or wait for it, because they will tell you how smart they are. But that's what this country has become.
Don't worry, if Comrad Carney managed to have bought enough Chinese influence, and somehow wins, we won't have to worry about these conversations as he will outlaw Substack because of its radicalist views. Because he is protecting us.....!
I have been sort of hiding this week, & didn't read this posting. Right now (Friday afternoon) I'm listening to Matt Taibbi & Walter Kirn discuss this report (on their Friday episode of America This Week), Trish - & you were mentioned by name for getting news about this out there. & btw, thanks for providing that link to the document. As Matt & Walter keep saying, much of what is being predicted for 2040 is very much already happening. Never mind waiting 15 years to see it evolve.
Policy Horizons used to be called The Policy Research Initiative. It reported to PCO but was moved under the Deficit Reduction measures over to ESDC. IT now reports on under a Deputy level committee.
It’s a govt-only foresight and policy research unit that reviews emerging trends, weak signals, and more to produce policy focused reports for discussions of which, any senior official can ask their depts policy analysts make recommendations on policy, siting this as a source of input.
Policy Horizons head is a former WEF Director. You cannot make this up!
This post is either profoundly misinformed or deliberately misleading. The document in question is not a government plan or policy—it’s a foresight scenario produced by Policy Horizons Canada, a federal agency tasked with imagining plausible futures to help policymakers think through long-term risks and opportunities. These are not predictions or blueprints. They’re thought experiments—tools used by governments around the world to improve preparedness.
Framing this as evidence of a sinister agenda is not just inaccurate—it’s irresponsible. What’s more, Policy Horizons was not created by the current government. It was a rebranded and repositioned department under the Harper government, where it produced similarly provocative material. A 2011 scenario set, MetaScan 2, imagined a future where people earn income through government-issued carbon credits, synthetic biology redefined healthcare and agriculture, and geoengineering became mainstream. Was that a secret plan? No. Just another speculative exercise.
More recently, Horizons explored the global fallout of a potential U.S. civil war—a future where American political collapse destabilized Canada. Curiously, critics who are outraged today weren’t alarmed by that scenario. If these stories are so dangerous, why the selective outrage?
This kind of misrepresentation—confusing foresight with intent—undermines public understanding and fuels distrust. It mistakes imagination for ideology. Governments of all stripes, past and present, have supported these exercises. The problem isn’t foresight. It’s how some choose to twist it for attention.
We can have real debates about government priorities, but they should be grounded in facts—not fiction spun to provoke panic.
I believe that no one but you said that this was "a government plan or policy". Quite the straw man you set up there! Learn to read before you shit disturb; "A division of the Privy Council Office".
The implications is as clear as it is dishonest. It is being framed by Poilievre and others as the known, if not intended, outcome of a plan. It's apparently going to "sink Carney."
Bill MacGougan, thank you for doing the hard work of supplying context and trying to show what this document is actually about. The entrenched CPC support is cranking up the flying monkeys, and the truth is the first thing to go.
The 'Flying Monkeys' are a reference to the Wizard of Oz of course. They came back to their senses and their true selves once the Wicked Witch was dead. I hope you are not proposing extra-parliamentary opposition. That is the crime of sedition in Oz... I mean Canadahar.
Oh FFS, your garbage substack essay is just rage bait for a grift? Take your little freakazoid AI bot FK and shove him/her/it where the sun doesn't shine. I will maintain hope that Bill M is real, as he seems to be the only sane/real person here.
"There is nothing either good or bad but thinking makes it so." Shakespeare, Hamlet.
I misremembered that quote as "There is nothing but thinking makes it so." Which may be not that far from what Shakespeare intended.
But that quote is not adequate to describe this case in which a perfect Hell is dredged up out of the collective mind of a 'Think Tank' - a perfect Hell which perfectly corresponds to the course that reality is likely to take, even to a 'non-expert' mind.
This is what an earlier writer said on the subject and he genuinely was of the Oligarch class of his day (Hamlet was too but only fictionally):
"Mind precedes all mental states. Mind is their chief; they are all mind-wrought. If with an impure mind a person speaks or acts suffering follows him like the wheel that follows the foot of the ox.
Mind precedes all mental states. Mind is their chief; they are all mind-wrought. If with a pure mind a person speaks or acts happiness follows him like his never-departing shadow."
-opening lines of The Dhammapada, a collection of sayings of the Buddha Siddhartha Gautama
I wonder if you "Bill" would also claim that 'Event 201' was just a board game and that the Covid Scam that immediately followed was utterly coincidental?
Likely not worth engaging but I’ll point out that scenario planning involves dreaming up scenarios. So does risk management of any type. If you’re afraid to do that then you are more likely to fall “victim” to the scenarios you may have otherwise seen coming.
I’ll also point out that one Pierre Poilievre has responsibility for this group when he was a Deputy Minister and he is fully aware that these are not plans. He’s also, obviously, fully aware that they are not part of the Privy Council as he repeatedly asserts. He must know that people who know will see this as fiction and unsupported fear mongering, but in his calculus that will not offset the folks that will find ways to believe it and use it to misinform their vote.
A country plunged into a tyrannical dystopia by a government promoted by corrupted media in support of a radical environmental movement that uses pseudo-science to justify redistributing the wealth of that nation into the hands of elites profiting while the people are left to poverty. I think that is what the Policy Horizons Canada is referring to and it is likely the only government agency that is actually doing it's bloody job there Sunshine!
LOL… none taken. The day I take something personal from someone that doesn’t know me (conspiracy certaintist or otherwise) is the day I check out.
I use my real name. I do get paid to conduct analysis, to test for bias, to apply the scientific method to separate the signal from the noise and arrive at the most reasonable conclusion (which is never 100% conclusive) - so, maybe I keep doing that in my spare time. I would love to get paid to be here but I don’t belong to any political party. I’m old enough to have voted for all major parties at one time or another and I still have no loyalty whatsoever to any one of them.
I see. So, according to you it is state-painted Conceptual Art. I am sure the art gallery would like to bid on it. I know even ape-paintings found buyers. But perhaps not Canadian buyers.
Policy Horizons falls under the Employment and Social Development Canada portfolio, but is overseen by a committee made up of deputy ministers from across government.
The report includes the disclaimer that it "does not necessarily represent the views of the Government of Canada."
That disclaimer applies to most of the population of the planet. But most of the population of the planet would be unlikely to worry about "representing the views of the (disreputable) Government of Canada" as they are not even remotely associated with it or such views.
“The authors call the scenario "neither the desired nor the preferred future," “…a spokesperson for Policy Horizons stressed the social mobility report "is an exploration of a potential future" meant to assist the government's planning.”
"It is not a forecast nor a commentary on current or future policies," said spokesperson Mila Roy. "Thinking through possible disruptions when developing policies, programs and strategies could help seize opportunities, navigate impacts and minimize risks."
You seem not to have noticed that every single conspiracy theory, except for the more recent ones about Tartaria have already proven to have been correct.
Using a term like 'tin-foil hats' or 'anti-semitism' or even 'Conspiracy Theory', may make you appear to be an idiot or a government agent.
A 'tin-foil hat' is now not just a coming fashion statement but akin to a Red Badge of Courage.
This is absolutely relevant now in 2025.
Whatever the election outcome is we are in for some heavy lifting for long time.

Forgive me, people, as I spend my last $200 on a case of vodka and pull of a "Leaving Las Vegas" in a motel at the end of my street.

I did not think it worth engaging with you either. Thank you for playing the 'foil' - sometimes AKA 'the fool'.
It is a pretty sight to see you avoid answering the unprecedented and unacceptable 'coincidence' known as Event 201.
I see no promotions in your future.
I am aware of the event 201 conspiracy certaintists. As iI always say, the fact that something is possible doesn't make it so.
You're right . It may not be worth engaging with me. I'm more of a facts and sound analysis type.
Funny, no offence, but I see you as an asshole... probably paid. You go the extra few centimetres further than the amateurs.

It's 2040.
Gyms closed for ideology reasons.
Internet banned due to TDS.
Criminals are government informants.
MAID is the countries largest industry.
Canada, the new North Korea.
Nothing will sink Carney, and certainly not a worse case scenario brief that is not a forecast, but merely a worst case scenario.
You've gotta been kidding me.
Are you all this gullible?
This uninformed?
So incapable of rational thought?
All conspiracy all the time?
It's not a report! It's not a brief!😂
"The scenario below paints a picture of Canada in 2040"
It's an exercise that "synthesizes the thinking, ideas, and analysis of many contributors through research, conversations, and survey data."
It's a think tanks story!
Omfg, I'm dying 😂

Research before you post. Seriously. They've even come out with a statement to clarify.
I thought we were not encouraged not to 'research' but to trust Pifizer.
"A statement to clarify"? Well, that settles it doesn't it. Quite an admission of at least fuzzy thinking and incompetence, or perhaps, guilt.
