I can't speak to the specific incident in Toronto, but as trucker, I see many things happen on the highway and never hesitate to call 911. Sorry, but the service, in BC at least, is a sad joke. You can wait up to 5 minutes to get an initial operator who will then sit online with you for up to 5 or more minutes to get a dispatcher who, if you are lucky, is only in the greater regenioal area at. best. The next day, in extreme heat, we saw dozens of Hydro One vehicles streaming into the affected areas to restore power. Similar intense efforts were concurrently repairing washed out roads, clearing damage and rescuing stranded residents and campers. Thankfully, some government organizations remain focused and equipped.
That's not how I meant it. I meant the good (utility) for the greatest number of people.
